Charlie's family is desperate. When he escapes into the street (which is often), their special needs daughter follows him, and off they go. Mom is confined to a wheelchair. If Dad is at work, it may take a while before Charlie and their daughter are brought home. A fenced-in front yard will help this family immensely.
